Copying files has always involved downloading the data and then uploading it again. This is true of both FileUtils, and -cp from the command line.  IT really would be great to have a way for HDFS to do it for you, behind the scenes, but that is not implemented yet.

There is no url supported for Copy files with HDFS. Usually we do it with FileUtils api or "-cp" command of shell.
