current Sqoop requires local installation of Hadoop binaries and configuration on node where you're executing Sqoop. However this node is not required to run any hadoop services - just the jars and configuration xmls needs to be in expected place.
Having separate smaller machine for executing Sqoop only should be perfectly fine use case.
