But this solution implies that a user must access the remote machine before
submit the job. This is not what I want. I want to submit a job in my local
machine, and it will be forwarded to the remote JobTracker.

Yes, the user needs to be able to access HDFS and the JobTracker ports
from his/her local machine. Does your "local machine" have zero
connectivity to the "remote JobTracker" or the HDFS? If so, then
submission of new apps/jobs isn't possible.
