JIRA Etiquette / Hackathon Projects

Hi All,
A question about JIRA etiquette in the context of the Accumulo project:
If an issue is assigned, but has a state of 'open' (as opposed to 'in progress'), is it considered rude for someone else to begin work on the issue? Are those tickets only marked as 'unassigned' fair game?
I'm reviewing tickets to develop a list of issues people could work at the upcoming Accumulo Hackathon. I want to be sure that I do not suggest anything that someone is either in the middle of working or is substantially invested in.
Are there particular tickets that any of you think would be good candidates to work during the Hackathon?

At some point we had default assignees, so I believe they should be fair game. If there aren't any patches and it's been open for a while, I think that's an even stronger case to work on it (speaking of which, I think I have a ticket or two I need to finish up!).

Accumulo-143. Hive integration.
I know exactly what needs to be done. Now I just need to find the free time to do it. This would be the perfect opportunity to get some momentum.

We had a discussion about this not long ago -- I think we decided that people should mark UNASSIGNED any of the tickets they're not working on. However, this doesn't mean you can assume that all of the tickets that are assigned are being worked. If you find one you want to work on, you can always ask the assignee if they're working on it.
ACCUMULO-350 would be a good hackathon project.

Regarding 350, I believe that I have accomplished this in ticket 708. I need to write one more test class and then I will be ready to test locally.

Thanks for the clarifications re JIRA and recommendations.
I've been through the recent and newbie issues to compile a (likely too large) list of suggestions, but if you have any oldie-but-goodies (pre 600, non-newbie tagged) that you'd like to see done, let me know.
