I haven't tried, but likely related to issues.apache.org getting compromised.

I also see that File Attachments no longer show time when the attachment was uploaded.

the emergency release of jira doesn't have the extra legal stuff, until they get that in you are being viewed as implicitly granting permissions.

But it would help if contributors would explicitly comment that they grant permission. In a few months at least I won't be able to remember when and if JIRA had been down.
