I can no longer grant permission to Apache for my patches on JIRA.

I haven't tried, but likely related to issues.apache.org getting compromised.

AFAIK, JIRA has been re-installed.

the emergency release of jira doesn't have the extra legal stuff, until
they get that in you are being viewed as implicitly granting permissions.

But it would help if contributors would explicitly comment that they
grant permission.
In a few months at least I won't be able to remember when and if JIRA
had been down.

the other troublespot right now is that some people (myself included)
cant take ownership of issues, mark things as closed, etc. Reported to
the infra team, but as you can imagine, they are fairly busy right now
