I've noticed that different systems (perhaps different versions of the  
rat plugin) can show different numbers of files as missing licenses.  
For example some know that odp files are binary and some do not. So we  
need a better method than counting them. I didn't know that the  
exclusion lists weren't working. We should look into that.
