The defaults are hard-coded in enums in the
org.apache.accumulo.core.conf.Property, and documented in
docs/config.html in previous releases. DefaultConfiguration contains
methods for generating the config.html file.

The difference between (2) and (3) is that site configuration is the
contents of the accumulo-site.xml file, and system configuration is
those contents, with current system-wide properties overridden in
zookeeper.
