I have also experience that patch review process can take months. There
are complains in JIRA like "I can not rebase this patch forever".

New active people should be given commit rights to things moving forward
more smoothly.

Hi Bhallamudi,

I committed MAPREDUCE-4002. MAPREDUCE-4071 has many test failures in
the most recent QA run.

I looked at the other two but I think another committer who spends
more time working on MR would be a better reviewer for those.
