I think the disadvantages of moving the code (non-backward compatibility, breaking all patches and configs) would outweigh moving it. Other TLPs that started as Hadoop subprojects (i.e., Hive and HBase) decided not to repackage for these reason, which I agree with.
IIRC, this was discussed when Chukwa move to the incubator from Hadoop.
