How much do we care about windows? IMO, not at all, I'd resolve this issue
as invalid, not only because it's an issue with hadoop-common.

However, maybe we can get a consensus here?

It would be 'nice' if we worked on windows but I am not going to to
work on it.  We have this bit of doc on how to make hbase work on
windows but it has cygwin in the mix.
