Sounds like ssh is not running.

*If you are on Ubuntu try:*
sudo apt-get install openssh-server

*RH/CentOS try:*
yum -y install openssh-server
chkconfig sshd on

That should at least get ssh installed and running. To test try to ssh
localhost, if it auto logs in then everything worked great!
