[DISCUSS] Flume 1.3.0 release

Hi, Per our earlier discussion, http://s.apache.org/0Y I am planning on spinning up an RC this week. If you want something in the RC, please ensure it's committed by Thursday 12PM CST. There are three JIRA's currently marked as Blockers: http://s.apache.org/Yzx I will look at them individually to verify, but as the last release went with them open and no progress has been made since the last release, my belief is that the items would be more correctly labeled Critical. I closed one of those jiras just now. Another one is also ready to go, just waiting on a rebased patch with minor changes. Brock - I pushed FLUME-1652 to flume-1.3.0, since you marked FLUME-1664 for Flume-1.3.0. This means that the order on trunk and flume-1.4 is different from flume-1.3.0. You can do a git rebase -i to get the same order back(in git order of commits does not really matter). BUT please note that such a rebase will need any devs using flume-1.3.0 to reset to an older commit and then pull - which is why I didn't do it. As the release manager, I guess you have the choice - though I would not advice it - since commit order is not something of concern as long as the code is the same. I've been @ Strata this week and unfortunately found less time than hoped to get through the reviews and commits I wanted to make. Personally I'd like another week to get it some of these fixes in. Personally I'd like to get FLUME-1425 in. I'm trying to get it checked in ASAP. I think we should also pull in FLUME-1629 and FLUME-1660. We're a bit ahead on patches and behind on reviews at the moment.

There was a request on the JIRA to get https://issues.apache.org/jira/browse/FLUME-1277 in as well. I think we should do that since it's a small patch.
