MAPREDUCE-4068 is just YARN bug or it is done on purpose because placing
3rd party libs into lib/ job subdirectory turned to be bad design pattern?

I think this is just a bug, we probably lost the feature during the
rewrite. Lets continue discussion on the JIRA.
